ODOC sources describe Great Plains as a male state institution. A Caddo County defendant may begin in the local jail, go through district court, and later move to ODOC if sentenced to state custody. At that point, ODOC controls classification, placement, visitation approval, mail rules, money vendors, phone systems, programs, and release or parole records. That state-prison custody line should stay clear because the county roster and the ODOC locator answer different questions.

ODOC's 2025 fact sheet lists Great Plains Correctional Center at 2,040 beds, 374,384 square feet, and 69 acres. ODOC's May 11, 2026 count sheet listed 2,047 design and operational capacity, 2,029 inside count, 10 court, 3 hospital, 2,042 total, 18 vacant beds, and 99 percent capacity. Those figures are state prison counts and should not be blended into the Caddo County Jail inmate population.

Great Plains Prison Admission

Admission to Great Plains is not street-arrest booking. A person reaches ODOC custody after a court sentence, revocation, or other state-prison commitment. ODOC then manages reception, classification, facility placement, and transfer decisions. Facility assignment can change as ODOC reviews security level, bed space, court movement, medical needs, program placement, misconduct, or release planning.

For Caddo County cases, the pathway may begin with booking at Caddo County Jail, continue through Caddo County District Court, and then move to ODOC after sentencing. Once state custody begins, ODOC records replace the county jail roster as the live custody source. Court dockets can still show case events, but prison housing and service rules are ODOC matters.

Great Plains Programs

ODOC's fact sheet lists education and faith-based programming at Great Plains Correctional Center. The named programs include literacy, Pre-HSE, HSE diplomas, self-funded or scholarship college courses, and Prison Fellowship Academy. ODOC's 2023 opening announcement said the move to Great Plains was expected to provide more opportunity, resources, and programming for inmates.

ODOC later reported major progress reducing violence and incidents at Great Plains after leadership, population, and operational changes. The October 25, 2024 ODOC news release reported first-quarter incident reductions. A May 2025 news report described a lawsuit involving alleged conditions at the Hinton prison area, but the research treats that as news context rather than a source for day-to-day procedures.
